David London manages eBay’s 50-state public policy program, which covers eBay Marketplaces, PayPal, GSI, and all other business units. He sets public policy direction by working with policy makers including governors, state attorney generals, and legislative leaders across the country. London also manages diverse public policy issues ranging from online taxation to consumer privacy. Before joining eBay, he served as State Government Affairs Manager at Cisco Systems, where he worked with policy makers on issues such as broadband deployment, voice-over internet protocol, and e-government implementation. Previously, London was a Chief of Staff in the Maryland State Senate, where he coordinated legislative strategy on tax reform, telecommunications, and budget issues.
